I have received Your Excellency's despatch No.59
February 18th, 1921, tranmitting copy of a despatch 1. His Majesty's Consul at Tamsai, forwarding a translation' the Regulations for the control of morphine, cocaine and derivatives thereof in Formosa.
2. A Return of the Imports and Exports of Raw Opi
and from Hongkong during the year 1920, forwarded in
from the Colonial Office, printed copy of which is en
herewith, discloses the fact that practically the whol
the raw opium, other than Uncertificated Bengal Opium,.
ported from the Colony - no less than six hundred and A
and a half chests went to the Island of Formosa...... Step
being taken to ascertain from the Colonial Office whether
special regulations are in force in the Colony of Hongcgiu
governing the re-export of opium to foreign destination
as Formosa. Meanwhile I shall be glad if you will addre
the Japanese Government an enquiry as to the grounds or
they justify the import into that Island of this very .
supply of rm opium obtained through the Colony of Hongko
